Windows Store issue - Downloading or purchasing the app does not work from the Store

ISSUE:  Downloading or purchasing the app does not work from the Store
Symptoms (user-reported):
  • "TouchMail was working then suddenly disappeared from my device"
  • "When downloading from the Store I get a message about a Registry error"
  • "When I tried to reinstall the app I get an error in the Store: 0x803F8001"
  • "I keep getting an error when I click Add a Payment Method when upgrading"
Some users have been having issues with downloading and upgrading lately, and Microsoft has acknowledged to us that they are working on a number of issues with the Store.
