Country is set to United States when adding payment method in the Store (even for users outside the US)

ISSUE:  Country is set to United States when adding payment method in the Store (even for users outside the US)
Symptoms:
E.g. "I'm in Canada but can't change the province"

Workaround:

Double check your device's Region settings. To do so, in the Start menu start typing "Region", then click "Change your country or region" in the search results:

In this window please confirm it is set to the right country.
